의 일부분입니다. 온타리오주에서 주류판매를 담당하고 있는 주정부 산하 국영기업체(Agency) LCBO 입니다. LCBO 는 위스키 등 주류판매를 독점하고 있습니다. 

그 기사에서 편의점 등에 맥주판매를 허용해주겠다는 포드정부와 10년계약(2025년 종료) 내세우며 최고 10억불까지 배상/보상금 지불하라는 Beer Srore 간의 줄다리기 협상이 지ㄴ행중이랍니다.

......That contract is currently subject to negotiations between the Ford government and the Beer Store. While both sides have said officially they won’t talk, but rather continue with good faith negotiations, privately the Beer Store has been floating numbers to the media as high as $1 billion in penalties if the contract is broken.

Give me a break.

There is no way that this government or any government will pay out $1 billion in fines to the Beer Store; those figures are nothing short of scare tactics being used as part of a PR campaign to sway the negotiations.

Truth be told, if the Beer Store wants to make life difficult for the Ford government in fulfilling their promise for beer and wine in corner stores, the government has options to make life difficult for the Beer Store or the brewers that own it......

라 썼습니다. 정부에서 10억불 변상할 리도 없고! 공권력이라는 칼자루를 쥔 주정부이기때문에 무슨 특단의 조치 (또는 특별법을 제정해서라도 ) Beer Store 측의 양보를 받아낼 거라는 얘기입니다.
